On this occasion, His Excellency Mr. Osama bin Ahmed Khalaf Al-Asfoor, Minister of Social Development, stressed that people with hearing disabilities enjoy great follow-up and attention by all concerned parties in this category, within the framework of governmental and societal keenness to make this week an annual occasion to highlight the rights of people with hearing disabilities and speech difficulties, and the nature of the challenges they face, and to enhance all means of support, rehabilitation and empowerment for them, in a way that contributes to enhancing their active and positive role in the process of comprehensive and sustainable social and economic development, noting in this context the importance of Harnessing technologies to remove the obstacles they face and building bridges of communication with them, through community partnership, allowing them to live their lives normally and obtain their rights to education, work and social life, as they are an important and active part of society. And as a translation of what was stated in the general principles of the Convention on the Rights of Persons with Disabilities, which emphasized the right to participate in cultural, social, educational life and recreational activities, the Ministry of Social Development is constantly working to enhance the services and programs provided to this group, which was able to challenge the world of silence to enter the world of public life, to prove that disability did not prevent the manifestation of these energies and the positive contribution to the development and advancement of society. The Ministry has also sought to achieve a quantum leap in the services it provides to the deaf, through the Sheikhan Al-Farsi Center for Comprehensive Communication, which is a center specialized in rehabilitating and educating people with hearing disabilities and enabling them to complete and develop basic educational competencies in the early stages in a way that facilitates the process of integrating them into the ranks of the Ministry of Education later, in preparation for their total and comprehensive integration into a healthy study environment, as a civilized step that made the Kingdom of Bahrain among the countries with pioneering and successful experiences in the actual inclusion of people with disabilities. In addition, the Care, Rehabilitation and Employment of Persons with Disabilities Law has contributed to supporting persons with disabilities, including those with hearing disabilities, to live an independent life, by disbursing a monthly allowance from which more than 2,200 persons with hearing disabilities have benefited. The Ministry has also taken it upon itself to provide hearing aids for citizens with disabilities who meet the conditions and criteria for entitlement according to the decisions of the competent committee to decide on requests for disbursement of prosthetic devices, as well as providing a free training service to obtain a driver's license in partnership with the General Traffic Department. Based on the community partnership, the Ministry has striven to cooperate with various public and private bodies and civil organizations working in the field of disability through the implementation of a package of various services and programs, with the aim of expanding the scope of rehabilitation services provided to this group, and ensuring that persons with disabilities, including those with hearing disabilities, obtain their full rights to education, rehabilitation and training, as well as adapting the environment around them to more suit their abilities and needs. The Kingdom of Bahrain joins the Arab community in celebrating the Arab Orphan Day, corresponding to the first Friday of April of each year. The orphans in the Kingdom of Bahrain enjoy direct attention and care from His Majesty King Hamad bin Isa Al Khalifa, the King of Kingdom of Bahrian, and with the permanent and continuous support of the government headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, in recognition of the status of the orphan child and the virtue of his sponsorship with God Almighty. All kinds of social and economic support are also provided to orphans who have no breadwinner, as the orphan category is one of the beneficiaries of Law No. (18) of 2008 regarding social security. The Childhood Care Home, which is concerned with caring for orphaned children, is one of the centers providing care services for them to be good citizens who contribute to building the nation and preserving their national and Islamic identity. In addition, the Ministry has provided family custody service to Bahraini families, to care, shelter and take responsibility for raising orphans, in accordance with the applicable laws and regulations regarding family custody, which deals with the provisions for this category and the protection of their rights in society and the organization of the process, procedures and conditions of their incubation. The Ministry of Social Development: Social centers will start operating in the evening by the month of Ramadan

The Ministry of Social Development announced the start of operating social centers during the evening period, starting from the holy month of Ramadan during the current month. On this occasion, His Excellency Mr. Osama bin Ahmed Khalaf Al-Asfoor, Minister of Social Development, affirmed the keenness of the government, headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, to support various social sectors, enabling them to play their sustainable developmental role, especially since the Ministry's social centers contribute to providing integrated development and social services related to the Ministry's services, as well as its targeted community programs that benefit individuals and families in society. For her part, the Assistant Undersecretary for Community Development at the Ministry, Ms. Enas Muhammad Al-Majed, explained that the operation of social centers during the evening period comes within the framework of the Ministry's keenness to take advantage of the developmental and social services provided by these centers, noting that each of the social centers will be operated in Hamad Town, Abdullah Fakhro, Riffa, Muharraq, Jid Hafs, Manama, Sitra, and Sharifa Al-Awadi Club for children and youth, during the morning period from 8 am to 2 pm, and in the evening period from 8:30 to 10:30 pm. She pointed out that the social centers will provide their main services during the morning period, while a number of programs, activities and events that are commensurate with the holy month and the Ramadan atmosphere will be presented during the evening period, including faith oases programmes, meetings with the people of the region, evening sessions and lectures, in addition to a package of craft and artistic programmes, as well as organizing festivals for traditional and popular events. أكد سعادة السيد أسامة بن أحمد خلف العصفور وزير التنمية الاجتماعية، حرص الحكومة على النهوض والارتقاء بأوجه الرعاية الشاملة المقدمة للأطفال، مؤكداً حرص الوزارة على المضي قدماً لتحقيق المزيد من المكتسبات والمنجزات الوطنية، لضمان حقوق الطفل، وتهيئة البيئة الملائمة والآمنة لهم، مثمناً في هذا السياق، قرار صاحب السمو الملكي الأمير سلمان بن حمد آل خليفة ولي العهد رئيس مجلس الوزراء حفظه الله بتشكيل اللجنة الوطنية للطفولة وبعضوية نخبة من الجهات ذات المسؤولية المجتمعية. جاء ذلك خلال ترؤس سعادته الاجتماع الأول للجنة الوطنية للطفولة، في تشكيلتها الجديدة، حيث أكد أهمية تضافر الجهود الوطنية لإثراء عمل ومهام اللجنة على نحو يساهم في تحقيق الأهداف التنموية التي أنشأت لأجلها، منوهاً في ذات الوقت بجهود اللجنة التي بذلتها خلال الأعوام الماضية الأمر الذي يؤكد اهتمام البحرين بشكل مستمر للارتقاء بأوضاع الطفولة على مختلف المستويات في مناخ إيجابي من خلال تضافر جهود كافة الجهات المعنية. كما واستعرض الاجتماع تحديد أولويات واختصاصات أعضاء اللجنة، إلى جانب مستجدات قانون العدالة الإصلاحية للأطفال وحمايتهم من سوء المعاملة، بالإضافة إلى عدد من المواضيع على جدول الأعمال.
