Definition of Disability:

The definition of disability adopted in Law No. 74 of 2006 is as follows:

A person who suffers from a lack of some of his physical, sensory, or mental abilities as a result of illness, accident, or a congenital cause or a genetic factor that caused total or partial disability, inability to continue at the work or to be promoted, as well as downgrading capabilities to perform another basic duty in life, thus, such person weakened his ability to perform one of the other basic functions in life." needs care and rehabilitation in order for integration or reintegration into society.

A definition of a person with a disability was also mentioned in the international agreement which the Kingdom of Bahrain ratified in 2011 according to Law No. 22 of 2011, which states the following:

Persons with disabilities, all those with long-term physical, mental, intellectual or sensory impairments may prevent them when dealing with various barriers from participating fully and effectively in society on an equal basis with others.



The Ministry of Social Development pays more attention to the provision of care for the disabled. The Ministry received additional support and motivation in light of the national reform project launched by His Majesty King Hamad Bin Isa Al-Khalifa,. Civil society and nongovernmental organizations (NGOs) also play an important role in providing different types of care for the disabled such as social, health and cultural care as well as in training and qualifying them so that they would be able to integrate into society and the business market. The Ministry has not neglected the role of the laws and legislation issued to protect the right of citizens with disabilities to get their basic needs.

To fulfill its mission, the Ministry works very closely with the governmental institutions which play important and major roles in the qualification process. It also works with civil society organizations in addition to the private sector. In this way roles are integrated in the form of a partnership among all parties.


Advantages provided to citizens with disabilities in the Kingdom of Bahrain:
  1. Providing all kinds of care and rehabilitation, including treatment, education and rehabilitation, free of charge.

  2. Paying financial rewards to persons with disabilities.

  3. Providing prosthetic devices and hearing aids according to specific requirements and controls.

  4. Granting special privileges to holders of a dual identity card with a disability ID.

  5. Get a free driving training service for people with disabilities.

  6. Obtaining the two hours of rest service for a person with disabilities who works or who takes care of a person with disabilities.

  7. Providing assessment and diagnostic services, issuing an approved medical report, and an individualized treatment plan.

  8. Providing physical and occupational therapy services, and speech and language therapy.

The services of the Social Rehabilitation Directorate for Persons with Disabilities vary to include the following areas:
First: Academic and professional care and rehabilitation services, through the following government centres:
  1. NBB Home for Rehabilitation of Children with Disabilities..
  2. Child Daycare center.
  3. Academic and Vocational Rehabilitation Center.
  4. BBK Rehabilitation Center.
  5. Shaikhan Al Farsi Center for Total Communication.
  6. Al Matrook Conductive Rehabilitation Center.

Second: Community partnership with governmental, civil and private institutions, including:
  1. Managing and operating a driving training program for people with disabilities.
  2. Academic qualification grants program for rehabilitation centers working in the field of disability. (Since 2011, the academic qualification grant program has been implemented between the Ministry of Social Development and the heads of the boards of directors of NGOs responsible for the twelve civil centers working in the field of disability, based on the esteemed Cabinet Resolution No. (01-2058), and the disbursement is made Based on a set of approved and studied criteria according to the type of disability and the number of beneficiaries from each center).
  3. Management and operation of mobile units.
  4. "Takaful" initiative for people with disability.
  5. Program to support specific privileges for holders of the new national identity card.

  1. The supreme committee for the care of persons with disabilities.

  2. The committee for the evaluation of persons with disabilities.

  3. Committee to decide on the disability allowance.

  4. Committee for prosthetic devices and assistants for people with disabilities (providing prosthetic devices).
