Child Welfare Home (Betelco Home)

The Child Welfare Home was opened on 10/07/1984. It is a social establishment affiliated to the Ministry of Labour & Social Development and it takes care of children of unknown parents, orphans and children from shattered families up to the age of fifteen years.

 

 

The Home’s Objectives:

 

1. To house the children of unknown parents, orphans, and children from shattered families.

2. To provide welfare, educational, physiological, medical and living care aspects for the Home lodgers till they are fostered and their family circumstances improve.

3. To draft laws and legislation pertaining to those children in conjunction with the concerned bodies in Bahrain.

4. To encourage families to foster and follow up the child’s adaptation with the family.

5. To overcome the difficulties and obstacles which are encountered by the foster family after adopting the child.

6. To follow up the cases of shattered families and assist them in solving their problems.

 

Types of Welfare:

 

Internal housing welfare: Its objective is to accommodate the child in the Home and provide him with all living services.

 

Social care:

  1. Guide children and instil positive values and habits in them and encourage them to acquire behavioural patterns compatible with society values.
  2. Teach the child the basic habits gradually in proportion to his age and physical growth and maturity.
  3. Give children some independence in their affairs under indirect supervision and oversight.
  4. Work on building close relations between children and social environment outside the Home.
  5. Diagnose cases in which a child shows delayed acquisition of appropriate behaviour and work on treating them.
  6. Follow up the state of the child living with foster families and track the status of the families temporarily housing children.

 

Educational care:

  1. Provide preliminary educational opportunities in nurseries and kindergartens at this stage.
  2. Enrol children in schools affiliated to the Ministry of Education when they reach the legal age.
  3. Provide transportation means to transport children to and from schools.
  4. Provide school tools needed by children in their study.
  5. Follow up children in their schools and monitor their progress.
  6. Provide appropriate academic atmosphere for the children to perform their schoolwork.

 

Psychological care:

  1. Meet the psychological needs of children in proportion to their stage of development.
  2. Consult psychiatrist with respect to children with problems and provide them with the necessary care.
  3. Provide psychological counselling for children and their families.

 

Health care:

  1. Conduct medical examination on new children.
  2. Conduct regular inspection on the children at the Home.
  3. Treat sick children and refer those whose condition requires treatment outside the Home to receive the appropriate treatment.
  4. Vaccinate children with the needed vaccines and immunize them against infectious diseases in coordination with the health Centre.
  5. Register children at the health Centre.
  6. Provide health oversight on the kitchen and ensure the cleanness of the Home and its various facilities.

 

Living care:

  1. Provide meals for children and supervise the preparation thereof according to children’s age, level of development and health.
  2. Provide necessary clothing for children.
  3. Prepare a daily program including the dates fixed for getting up, bathing, changing clothes, eating, studying, practicing recreational activities, sleeping and resting.

 

Recreational activities:

  • Give the child the freedom to play in the Home and garden.
  • Celebrate children birthdays and organize recreational programs such as trips, parties, tours, watching TV and plays, and others.
  • Equip the Home’s garden with appropriate children toys.
  • Equip the Home’s library with stories and books that fit children’s age categories.
  • Provide educational fun games that fit children ages.
  • Cooperate with volunteers and official civil institutions to entertain children.

 

Admission and Departure Procedures and Conditions:

 

A child may be admitted into the Home if he fulfils the following conditions:

  • To be a Bahraini child.
  • To be fully developed and free from diseases.
  • To be one of those who do not have families or who belong to shattered families unable to care for them and there is neither supporter who can provide for him nor money to live on.
  • The presence of one or both parents in a hospital or prison, and the inability of the other parent to look after him alone.

 

First: Children of unknown parents or fathers:

  • Coordinate with the concerned government bodies to complete the information about the child.
  • Collect supplementary information about the child's family, if any.
  • Obtain a judicial decision from court stating that the mother relinquishes her right to custody, in case the father is unknown and the mother insists on not looking after the child, or in case when fearing that the child might get physically hurt when left with her.

 

Second: Orphans and children from shattered families:

  • Submit a written request from the competent government bodies, civil social institutions or guardian to place the child in the Home to look after him.
  • Conduct social research on the family.
  • Obtain the guardian’s signature on a written undertaking to take back the child after the family’s conditions improve and become able to look after the child.
  • Obtain a written acknowledgment from the family receiving the child that the Home’s Administration shall not be responsible for looking after the child.
  • The admitted child should not be more than 8 years in age.
  • A child coming from a shattered family is allowed to visit his family after obtaining the approval of the Home’s Administration.
  • Families may visit their children who are temporarily residing in the Home according to a special arrangement made with the Home’s Administration.

The Home keeps files for the children as follows:

  1. A file containing the child’s official papers as well as the name of the child if it is of unknown parentage or unknown father.
  2. A medical and social file for the child.
  3. A special file relating to the comprehensive medical examination.

The child’s relationship to the Home is terminated in the following cases:

  1. The child’s death.
  2. The child is transferred to a foster family.
  3. The child is transferred to his guardian upon the latter’s request and after making sure that his family conditions have improved.
  4. Referral of the disabled or mentally retarded child to a social institution.
